What level is highest level now ?

I saw my friends still play at level 49 even though they was champion at level 49 last season.

Level 49 is highest, isn’t it ?

Now I wonder what happen to my friends who got 1st - 7th level 49 at the end of last season. Why they still play at the same level this season ?

From my understanding, the highest level varies between servers.

For a highest level, a new level will only be created if there are enough teams to form that higher level. The highest level on older servers is usually higher than the highest level on newer servers. So the highest level might be level 51 on one server and level 49 on a different one.

Well, in my server I'm near the top level, because I was drawn to a CL level 50, even though I'm 48.
The same happened last season.
I can't even qualify the group phase.
