because.......... the association is "Pure" star (or whatever term is called) that mean he is five star at his LV, no matter what LV you at, you still see him in 5 star.... (don't you read the introduction of the association-.-? )
It´s the % rate..you are 94,9 % & he is 92,7 % so there isn´t much difference in your quality .It does not matter one bit what level you are it is your teams /players % that counts
