Does it means that I can sell for tokens only players who are 5* on near promotion to 6* on my lvl ?
For example I'm 15 lvl and can sell only players who are 94 or 95.

No, It means any of your players can recieve a negotiation bid, but on the negotiation player list you see, its the players that nearly moving to 6* on your level.
