Auction market does not refresh itself. You can reload the game yourself to find new players.

Scout player list refresh on several specific days. I don't immediately have the list of these days on hand but I remember that it refresh in first few days.

For scout players, I don't mean suggested players by assistant manager. I have no idea at all on this.
