Negotiations - is it 99% for the vendor too?

With the recent transfer update where every sees the %/stars regardless if level, is this the same for negotiation list too?

As previously I could bid for a higher level managers' 79% player as he would be 99% for me plus the manager would be more likily to give this player up.

But now am I trying to take his actual 99% player? I doubt anyone would want to part with that, I know it bothers me when people try to poach my 99% players.

Negotiations haven't changed,

If you're level X with 79% player, manager with level X - 1 will see that player as 99%

Yep - I've just released a 4*/79% player on negotiations to a team 1 level below me - he is getting a 5*/99% player (to him).
