The max * you can buy is 118-119% and only from recommended (as scout list has 22 y.o. and above).
This is only 4 times in a season (about once a week) .

The other way is to buy 5* players from auctions or negotiations and use a lot of greens to power-train them.
You 're gonna need 70-100 greens for a young fast trainer .

Other way is (if don't have those greens) to stay one season in the same level (positions 10-14) and repeat the season while your players increase their q.
* but no CH.L. or S.L. next season for you.

You can see those teams if you observe that previous season position is blank.
Also there are teams in Cup and CH.L. one level above so those players are just 100% for them but 120% for your lv.
