What is up with Penalties?

For some reason my players cannot score penalties.

I have tried players with high shooting and pen trait and I have still never seen them score!
I have tried players with high shooting and they cannot score.

What is going on????:mad:

Maybe, when my team comes to penalties we are just like England.
