Should I report this guy as a hacker?

To have a 25 yo player with 1% grey skills isn't hacking but to have a 18 y.o. player with 1% is some kind of cheating (exploiting).
Usually the buy one player 18 y.o. 2*-3* from the market or academy, pump up only some skills and maybe sell him through nego to their alt teams.

Actually what we need to report is the devs who made this training system

yup the dev is the one who cheat.
