If you got loads of tokens and able to farm greens, then power training should only be considered a viable option at this point.
My experience so far is.... It depends
I've got a good TM, so it's easy for me to buy in good players. Others who don't may find it easier to PT the ones they can get up to standard. PT uses a lot of green packs, so you'll need to watch a lot of videos to PT lots of players - if you are getting packs with tokens the TM will definitely be cheaper, even if you have to enter a couple of bidding wars

Depends on how many green packs you can get. My best trainer this year probably got 3 skill points for two green packs, though that's not exact. At that rate, he would need 50 packs to go up a star
