I can't make any offer!!!

I'm in Level 3 , til now I can't make any offer. I can't make offer neither for any player in my League, Cup or Champions Leage, nor for my friend players!
I try from app, facebook and topeleven site but it doesn't work.
does anybody have the same problem? and how can I solve it?

Lil...its even stated that you can only make offers when you are level 4 or higher

Ahmed Dwikat just as Jura Lovin said the negotiations starts from level 4. There should also be a huge message written that, you do not have it or? Can you please check and let us know.
