It would cost around 4,000T by the power training method. maybe 10,000T by personal trainer. I had a team like this back in L13 with plenty of my players PTed to 8* and 2 players at 9*...

The more extreme example of this is Darth Sidious' Kashiwa Washi that filled up an entire team of 9* players.
