My brother and I now are lv5 and we are in the same league, thus same server. I wonder what if I progress to lv6 and my brother will struggle in lv5. Will we still on the same server or not?

yes, you will still on the same server..
Ur brother will not be in your League nest season but u will remain in the same server :)
NB: ur brother will not be in ur league if ur brother failed to progress lvl 6
