Associations

Hey guys, there is something I want to know. The game tells me I have to be level 4 to be in an Association. However, before me and my friends created the new accounts we are playing in now, we have been able to create our Association at level 2, by the time the event of Salzburg-xx-Dortmund-PSG-RM was live.

My question is... was that a bug or it is actually possible to be in an Association before level 4?

I think new rules that you can join FA in lebel 4
