Choosing Penalty Kicker Placement - Advice Needed !!

Question one:

I have heard conflicting advice on how to pick your top ten kickers for penalty shots. Are either of these correct ?

1. Choose your penalty kicker order based on his Attacking Average.

2. Choose your penalty kicker order based on his "Finishing" Attacking Average.

3. Choose your penalty kicker order based on his "Shooting" Attacking Average.

Question two:

Would you put your PK Specialist above one of your other players who had much better average in any of the above, just because he is a PK Specialist ?

Example: putting a 3 star pk specialist over a player with a 31 attacking, shooting or finishing average,

Weakest player in my squad is exactly a 3-star penalty-kick specialist and I've put him on top of the list ... and I haven't received a penalty kick since I bought him. I order the rest of the list by their shooting skill, ignoring the GK.

I was leaning towards finishing for penalty kick Takers.
