Opponent playing defensive

What tactic should we use to counter opponent that play defensive/hard defending? I find it difficult to break them

If the oppo is weaker go normal and low press, counter off
If the oppo is even or stronger go defensive and low press, counter off. If the oppo recover lot of balls go very defensive too, counter off
