Negotiation Problems

My team just became level four and now I can do negotiations. But I want to get a good player from my friend's team, who is a 9. Whenever I click on the player's description, I don't see the make offer button. I was wondering why this is happening. The player is an 8-star to me. Is it because he is too high of a quality? Help please.

Just allowed to make an offer to 5*players. Level 4 Q39. Higher than this they became to scout.
