I think if you are on the highest level on your server, you could be put into a level 13 league.. but I'm not sure if you keep your stars if that happens.
Also, I probably wouldn't ask about it lol, you're benefiting from it.
Are you on "The Boss" level? If you're there then, you just reached the maximum level...
As far as I know there is NO max lvl as yet.
Last season on Lvl 13 my 6 star scouts were of quality 85 to 89.
This season is the SAME.

Anybody in Lvl 14 face the same problem or only my server?
My concern is if I buy a 6 star Scout for 50T which is about same quality as last season scout,
will they become 5 star overnight when the system is corrected say on day 2 or 3?
If you weren't on your 14th season already, I'd ask if you're sure that you've advanced to the next level ... I see no other explanation to this.

Hello! I finished 11 season on the 3 place in the League. But switched to 12 level only in name. My players have not lost a 6 star and I can buy 5 stars as at 11 level. What happened? What is the problem?
No idea, but I wouldn't complain about it!
A similar thing happened to me when I went from manager level 4 to 5. My players did not drop a star, and I suddenly found 7* players in my scout list. However, when the new league was announced, I found myself playing in a higher level league than I should have been. (Me, level 5, against level 6 teams). So my players stayed same star level to compensate for the difference.

WHY THE STARS FOR MY PLAYERS DID NOT DROP?
I am in my 14th Season and Level 14 - Legend....BUT I am playing in Level 13 !!!
The 5th , 6th and 7th team of last season were promoted to level 14 - Legend..
But probably due to the lack of teams, end up playing in level 13!!!
So the PROMOTION was in NAME.. to lvl 14 - Legend
But playing in lvl 13
I have the same issue, went to lv 13 this season but I'm playing in a lv12 league and my players had no loss of star rating. Seemingly it happens as you get to higher levels in the game and there aren't even players of your level (and around your skill level) to form a league.
It's a bit of a cop out game mechanic if you ask me and they should instead look to rebalance players across the servers so that leagues can be formed approriately.
