Not all countries are possible, in recommended players you can get the normal nations from auctions + some extra ones like Senegal, Burkina Faso, Belize or Guyana for example. Also I think rarely your country that you selected as a manager.
Most of the rare countries you can only get players from youth academy (or recommendations), when you change your manager nationality.

North Korea lol, try change your nationality to that and see if you get any North Korean players.

Samoa, American Samoa, Fiji, Timor Leste...
