When your player is about to get a new star and their quality in ending in 9 your player will appear in the negotiating list. Ex : 59, 79, 99. But you can manually make offers for players from your server which aren't listed in the negotiation list by visiting the team section.
You can make offer for players having quality between 40 - 100 percent and only with players of your server.
Isn't it smart to save tokens instead of wasting them on players now then?
As even the 99 would be 79 after promotion?

Why only up to 99? I mean, I see some team with a 119 player in negotiations (has 2 offers) but I can't make an offer. Why is that? Why other teams can make offers but not me on 119?
That 119% player is not on your level, you see him there because your friends who are not on the same level as you bid for him. Check the managers who made the offer, they are a level or two ahead of you. Any player of 99% from someone on your server is the highest you can buy.
