Why can't make ofers to friends in negotiations?

Hi,

I want to make an offer to a level 10 team but I can't. My team is level 13.

Is there a rule for ofers in negotiations to a teams that are 3,4,5 levels less than my team?

I know that ofers are only possible when the player is 99% or less. But the player I wnat to make a offer for is 80%

Probably this guy is not on your server then. You can only make offers to friends from the same server.

Remember that there are around 250 servers.
