Inquiries about the negotiations

I come back to the game recently after 2 years of retirement, So I have a few questions about the negotiations
I have +30 friends friends of the same level as me, but I can't make offers to any of them except for one friend! I'm talking about players <100
I also tried it with friends who are +1 level higher than me and to those who are -1 level lower but still have the same problem.. Out of +100 friends I can only submit offers to one! (They are all in game friends)
could someone explain that to me, maybe there is something I haven't noticed!

I heard that there's no more several servers, what I know that we all now on the same server! aren't we?

anyway, is it possible that 100 of my friends in a different server and only 1 of them on the same server!

how can I find friends on the same server?
