I have seen some squad with lower stars but exceptionally high skills pretty much all white skills more than 300% . How is that even possible? Is it even legal? Does top eleven allow it?

yes, just train properly. also there're tons of additional skills from task, frenzy, academy coach, topscorer, man of match, daily gift etc.
but the skill still capped at certain number which i've forgot what.
but yeah this is legal you just need to understand which skill is necessary for certain player at certain position
