How do you place a player on the negotiations list?

You dont mate, he automatically goes on. People say its when the players 1 skill point away from his next star but ive seen them go on earlier than that so dont know what the criteria is for them being put on the neg list!

I wish there was a way of taking players off the neg-;listing. It's nothing but an irritation when you don't actually want to sell them. I have 2 players that are on there and I'm having to reject offers everytime I go on. Now if they buyers weren't so pig-greedy, I would consider, as both are subs, but they are worth a hell of a lot more than 2m + 4tokens. Insults! Some even have the cheek to offer less with 0 tokens, lol. What do I look like?? St. Vincent De Paul charity over here?
