Scouts in your transfer list at the end of the season

Do the scouts in your transfer list loose a star at the end of the season like the rest of your players?

Just looking for a good time to buy?

why you want to sign a scout who will be 5* in 2 days when you can be new scouts in next seasons with a new scout list in 2 days?
