My friend just got 21 or 23 tokens cant remember from FB app by the Buy Tokens app . it gave him that tokens free with just giving his paypal account to confirm it . why i dont see that option in my top11 from my fb?

Because is not avaiable to all countries and it's limited.
Even if you can't see it you can complete it if you know how, tell him to go to history and send you link from that page where is asking about card :P and you will be able to have it too :P good luck!
