Why dont spend the skill points? built up skill points still count towards the teams quality no?

Because you obviously have enough quality to qualify in top 3 already and by not assigning skill points you'll save A LOT of skill points to assign next season after the Cup roster is determined.

Of course you can, it just doesn't make sense to save them for more than 1 season.
