how to do negotiation transfer?

i'm in the 4th level. I can offer all negotiation transfer to player who are in the 4th and 5th level. i also can offer to certain player in 7th level (but not all) who is in my friend list . however, i cant do offer to player in the 7th level who is not in my friend list. there are also players that i can see dark green offer button but i cant click on that. any explaination on this?

You are allowed to make offers only to players up to 39 quality without counting the owner league or friendship stats !

erm..can u make offer to someone that have higher level than us?

It depends on the player. You can only negotiate for players that are maximum 5 stars to you.
