Why i can't make offers to scout players?

CAN SOMEBODY EXPLAIN TO ME,WHY I CAN'T MAKE ANY OFFER TO A SCOUT PLAYER,THANKS :confused:

You can only get scout players from your own scout list, they are 50 tokens + some in-game cash as a transfer fee.
