Question regarding lvl 24+

Say... this season, you're lv 24 and you're on a lvl 24 domestic league and your scout players are topped at 144 rating, 6*

By the end of the season, you finished 1st in the domestic league and get promoted to lvl 25.

And now in the new season, you're lvl 25 and you play in the lvl 23 domestic league. So, what will your scout players gonna be? Will they be 149 or 139 rating?

Honestly, I lost count of it. Probably about 30-50USD every 2 months or so in recent times. And this is nothing compared to some super hardcore freaks!! Well, believe it or not, I've seen someone whose 2 lvl above me, he's a month behind me after I started, and almost every single of his players are 9* and some even 10*, wtf?? Imagine all the thousand bucks he spent to pumped all the skills and positions. He's from Albania and according to his FB, he seems like in his 40s or 50s.

In my current league which is lv 24 (I'm now lv 24 too), some of them are lv 25, there are two lv 26, one lv 27, one lv 30 managers. Is complicated

max league lvl is 24, but max manager lvl...is different. at least thats what my guess.

You mean in your own league, right? Because it's very easy to find 10* when playing against higher level teams in the Cup, though they're only 10* to you and not to him.

The highest I've seen is 9* anywhere
