Question: Stadium and viewers?

What all I need to do to make my stadium is filled with fans (visitors)?
In fact, my Club is in level 5, and I built the stadium from Level 6 (improved it to Level 7) with a 43,000 seat:

Tickets for the league matches is 5K , for the Champions League is 6K, for Cup matches is a 3K and for Friendly match is 2K. I think that the price of tickets is not expensive ?!
For matches (friendly) I have only 7000 to 14.500 spectator?
Where's the problem? What is my fault?
Are there any game manual (Rules) for this game?

There's a limit of spectators for every level. Guess for level 5 it's 14500.

Yes, it is obvious, but the game manual must have precise instructions and where to find all the answers, such as my question to visit the stadium.
I did not know that Level 5 has a limit for visits of up to 14,500 (as you wrote) and I don't found this information and I would not unnecessarily spent money to build a stadium of 43,000 seats!
