Why cant I buy players from friends?

I have read, that I Can bid and buy players, from other teams and from friends.
When you come to level 4.
Im Now at level 4, but cant?

???

Does any have same problem?

You can buy players via negotiations from players on the same server as you and your friends. You can only buy 3,4,5 star players. You can't but 6,7,8 etc star players via negotiations

There is no negotiations for players, when I go in to a team from my league.
I go in, and look at he's players..
I have try, With my friends also :-((

They know the problem, and Will work With it..

To buy players from your friends/do Negotiations, you must be level 4 and they currently have to be on the same server (if you can see their fixtures, they are on the same server.) It's only supported on the desktop version of the game (not portable app), and the players must be 3 to 5 stars from your perspective.
