What is the ideal morale your player should be at?

ideal? full superb morale. Realistically, superb or very good

You've noticed that one morale pack gives a very small boost and two is full no matter what?

General rule for me: Keep your starting eleven within the range the first boost would cover. This uses about 10 packs per three matches for me if I don't fiddle with my starting 11.
