Do you mean through negotiations? I don't think there's limit, but if limit exist for negotiations you can always buy on auction.

No, you can obviously buy anyone from your negotiation list. I am talk about buying players from your friend's list or even non friends. It looks like the same Negotiation list rules apply, they have to be one away from the next star. But there is a limit to what level a player you can recruit, from levels above and below.

you can buy any player from your friends and even league and cup/champions league group as long as they are on the same server, you can tell if same server as player wanting will have make offer tab, you can also make bids for 3/4 star players if same server and it does not matter if higher or lower level as long as player is 5 star too you and on same server
