What level are you?
Only level 2
You have to lvl up all other facilities (gym, parking etc) before you can lvl up your stadium (that is, if you dont count the seat upgrades)Quote:

When you do decide to upgrade the stadium.... build the seats first... put butts in them and earn money...
THEN upgrade the stadium.... takes the same amount of time and money... but you can sell more tix first

Building grass early is also useful, because it decreases the risk of injuries. The parking increases your average attendance, it is good to build it when your stadium is not full (along with adjusting ticket prices), but as said before medical and training give red and green boost packs (so most useful).
i would recommendet you to build also better display table. it is very important especially during bad weather. If you are low level, you don´t have high security level in your stadium, so you probably have a lot of fireworks in your stadium. Because of that players can´t see properly in a fog and you may get couple of goals because of that.
