at level 4 they need to 5 star and 1 skill point away from scout and only level 4 can bid, when level 5 you can a 4 star player 1 skill away from 5 star and level 4 will bid the higher you go up level you can do this with lower rated player`s and the younger the better as long as they are 1 skill point away from next star
There are some offer for players who are not 1 sp aways from next star. Do the offering team manually scout for players and place an offer?
Most likely. Also you will see friends' players that are in Negotiation.
keep players 1 skill point away from gaining next star 29, 34 and 39 etc. then if your are lucky the offers will come from hungry managers. You can't see yourself that a player is available for negotiation:

How does a player become visible on the negotiation list? Read the thread but cant find that answer
the player has to be one point away from being five star for level 4 or above.
I'm sure I've been getting negotiation bids for players that are two/three points away from 5*...
could be, since they did autoassign maybe there is some leeway
offers i got last season were on one away
if they are on your server they can make offer when looking at your team if the player is 3-5 star to them

You can make an offer for any player that is 3-5 stars on your level, that is on your server, if you are level 4 or above.
On arriving at level 4 the trading option is enabled so you can trade players.

How do I put my players in negotiation?
-On arriving at level 4, the players who are with quality close to turning scout with 6 stars (39 quality) these are selected automatically by the server by placing them at the disposal in the transfer list by negotiation without you even knowing.
These players are subject to receive offers from other managers from the same server.
But how do I remove them from the transfer list?
There's no way, they are automatically selected by the server, the only thing you can do is to reject the offers received to their players if you want to not sell them
How do I hire a player through negotiation?
-Suffice to go on transfers, Negotiations and choose the player you want to buy, but there will be a time of 24 hours for the seller evaluate your supply fitting to accept it or not.
Tip: if you want to buy the player through negotiation offers a value more than is charged to give a starting bid of 3 ~ 5 tokens more!
For example, it is charged 7 tokens to give a starting bid, slide the bar causing it to appear between 3-5 tokens as in this image below

Your player is in negotiation list (but you can't see your players).
He is just an MC (very common position), without special ability and a little old.
So he isn't attractive to other managers. I had much more interest players in nego list and didn't have any offers so I sold them in transfer market.
My guess is that if you 'll not have any offers those 1-3 days of the season, you 'll not have any later, so try to sell him in the market.
