how do I buy scouts?

In another topic I found this and I replied but haven't gotten an answer yet:

There's a scout tab on the transfers page... You have "Auction", then "Negotiations" and then "Scout"

Negotiations are only for level 4+

Just letting you know... Scouts are 50 tokens each.

I thought you could buy betters scouts so you end up with better players...but he just ment he bought 7 or 8 scouted players.
