On my server it's around 1am, how do I know? during normal times the maximum time of a player available in the transfer window is around 2 hours, around 11pm 3-4-4-6hrs start to appear, so 1pm is around the time my maintenance is done. not sure when it switches back as I'm asleep, best I can do for you as I don't think Nordeus will disclose the actual time.
