Can't make offer

Hello,

I got 14 players in my squad. I am trying to make an offer on a player on the transfers negotiations list, but I get this error:

"Your squad size does not allow you to lose anymore players. You need to have 14 signed players or more to be able to sell or sack"

That does not make any sense what so ever!
