How long must we choose between being competitive in league vs association

Best way to be highly competitive in Associations is to blatantly tank your league, maintaining your player level vs manager level ratio... why is this even an option considering how cheesy it is.

you mean to stay in the same season to increase the quality of your team, so to be in top1 and win 100 token ?
But this must be done from all six members of the group
and still there are some teams with 8* players
