another player-manager from my association keeps on playing against me, at irregular times when my team is weak, so that he can beat me. CAN I STOP HIM FROM THIS, as I have asked him to no avail, pis2ing me of now

I usually arrange friendlies of my own and cancel before they are played to prevent such players from arranging. Most players are respectful if you discuss it with them. Tell them what time they can arrange friendlies that will not disrupt your training and team administration.
