I don't know what the significance of being level 1 is, maybe you can't do that if you're level 1.

Anyway, there is no way to change game times except what NTNK stated above, and it's very expensive in tokens.

I understand why members struggle in certain countrys with the start times.
I think the answer is when joining the site you request what time would suit you and you would be put into a league for this time.
Even if it takes a week or two to start your game.
With the number of members on the site i am sure you could work some thing out.
