Why I always scheduled to against 2lvl higher than me?

For example, now I level 4 but matches are group with level 6?

The player and stats are far away, how I suppose to win?

Always knockout at earlier stage.

Yep. Me too. The Cup isn't based on your LEVEL but on your QUALITY so if you have a really good first 14 you get stuck with players levels above you. I am always getting my butt handed to me in Cup by teams 2 or 3.. (occasionally 4) levels above me. I just try and concentrate on the other competitions.
