No Fitness for my Player

I saw the problem like this: In last 3 minutes before the game started I saw that my players will get a Rest or fitnes boost of 5% one minute before the game started. O.k. one min. before Countdown goes 0:00:03, 0:00:02, 0:00:01... 2:59:59, 2:59:58... I refresh page and saw the players fitness no change... They didn't get 5% after 3 hours.

O.k. I already know that I can't give any Booster to my players in last 3 minutes or Change tactics. But this is mistake?
I was counting on that 5% of fitness.

This is in bug session, also I have some Ideas about improvement. I will post later.

It could be that because your team gets locked in the few minutes prior to the match that the Rest was blocked in the same way as it would've been if u tried to use a pack.
