Constantly reposting won't make people look. You are probably on the level below the top of the server, and there are probably not enough level 16 players in the Champions League to form a League. Therefore they have mixed the 15 and 16 level players to do this. It's a bit unfair on you, but they don't have that many other options in this situation.
