It usually is because your machine's clock is not synched to correct time/server. If you have pc: http://forum.topeleven.com/bugs-tech...-computer.html
Because of the time difference it will take awhile for the server to resolve it and send the player.

I have neither gotten the players I bid on nor a refund on any tokens I have spent. I have almost no tokens left now, and it is extremely frustrating. It's hard to have fun playing the game when the tokens that are missing make up such a significant portion of the game.

Have you tried fixing the time to accurate on your machine? I cannot stress enough how important that is, along with having a strong signal/connection.
You can try sending a report to Nordeus Support but they don't often refund tokens, screenshots are helpful to them.
