So It says that 4 people sent me a rest pack but I only receive one. is this a bug or as intended?

no that is not a bug
you can only receive one from each kind of gift each day
if not .. i can add 100 friend and get 100 rest back every day

no because you don't know what kind of gift they will sent you. Of course there is an option to send them first a variety of those 4 gifts and they reply them back (that's the point when you see that comment - sent the gift back) but you don't know if they 'll log in that day.
I have some friends who log 1-2 times/week and some every day.

With time, many will forget to login and will forget to send you the gifts back, some will give up, etc.

Have at least 5 or 6 friends per gift.

Just add as many friends as you like - Micro-managing a friends list is a fail imo.

PS. friends are also for league creation, friendlies, support, player trading, e-peen comparison, ....etc
