Endind a season in 8th in League, Can I go to next level: Is that possible?

Hello dear friends.

A friend of mine, level 21 in last season, ended in 8th, when he was playing in a level 21 League.

Now in this season, he is in level 22 and he is playing in a League level 22 too.

I believe that this can be possible, if in any server doesn't exist a lot of players, so that's a way to supplement their propper leagues.

Is that really a bug or is that possible?

I saw another post and found an answer for my question:

From official site:

"The League is formed in the fairest way possible and sometimes a club that finished the previous season in 8th place will still level up in order to compete against clubs at the same quality level.

It is possible that the manager levels are different but the club level of all competitors in a League should be the same. Note that all opponents in a competition have the same chances of improving their clubs: their auction, Negotiation and Scout lists have players with similar quality."
