It is flaw. The arrows are not for the other team; it is related to your team. Test the following and see yourself.
Before a match starts, add 2 arrows on any 2 appropriate players for your team. After the match ends, check the report and you will see exactly 2 arrows for the opposing team. If you put 3 arrows, you will see 3, and so on. This bug also appears when you check the reports of past played matches just after you have finished to play a particular match.

It seems that there are a lot of other flaws in this game, including non-visible ones but that may significantly affect the outcomes of matches, which explains why users have been seeing strange behaviors.
