When did the option to rest all players using 8 rests change? I have found this invaluable since the new training regime started

Err i dont think it has changed at all. You can find it under Training tab.

And as far as i remember you could not and still can not rest completely all your players but you will give them + 6%.

You can rest them the usual +6% if go to " Physio Center 》 Rest player ". Unless ofcourse you want to rest them fully and use the other option to the extreme right

No, you're talking about the Home screen feature to bring everyone to 99%. Go to Training section, Physio Center, you will find the old option there
