yep, that's the bug.
I can't do it either with my mobile/tablet .
I went to Joseph's team again and there is only the green button "offers" but then saying only that there are no offers.
kinda strange coz my player was 8* :)

In my android smartphone/tablet version, I cannot make an offer either
the direct nego offer to a friend from the same server , in pc version it's working.
In mobiles no. Maybe they 'll fix it later.
Our friend's players must be between 3*-5* for our level !

We have 4 levels difference. So your 8* players are 4* for my team.
Same as ever was.
We released a hotfix for this issue via update 5.6.1 yesterday. The update is implemented only for the Web and iOS platforms at this time.. :(
Expect to have it on android as well though!
